dc.description.abstracten	The Superior Military Court (SMC), as an organ of the judiciary, was instrumental at the Brazilian political context during the period of the civilian-military dictatorship, specifically from the Institutional Act number 2 on, through which there came an amplification of this court by judging civilians accused of crimes against the State and also the political and social order of the country. The performance of the General of the Army Rodrigo Octávio Jordão Ramos as the SMC minister since 1973 until 1979 is representative of the period which were drawn up measures aimed at the liberalization of the civilian-military dictatorship in Brazil. Considering the performance of this military judge, the research will investigate, in a general manner, the relationship between militaristic and politics and, specifically analyze the dimensions of the incertitude around the liberalization process and to understand the different military projects about the process of the opening of the govern system, executed by judicial decisions which would establish the opposition limits. The objective of this work is not to make clear only the traces of the dictatorial regime, but we have to go further and perceive the contradictions, namely, what liberal principals were preserved, neither to maintain the legitimacy before the society nor because of the individuals that could not abandon these principals, especially during the 1970 decade when the conflict for commonly recognized rights in a democratic system became intensified.	pt_BR

dc.description.abstractpt	O Superior Tribunal Militar (STM), como órgão do poder Judiciário, teve papel fundamental na conjuntura política brasileira durante o período da ditadura civil-militar, mais especificamente a partir do Ato Institucional nº 2, através do qual houve uma ampliação das atribuições deste tribunal, que ficou encarregado de julgar civis acusados de crimes contra o Estado e a ordem política e social do país. A atuação do general de Exército Rodrigo Octávio Jordão Ramos como ministro do STM entre 1973 e 1979 é representativa do período em que foram elaboradas medidas visando à liberalização da ditadura civil-militar vigente no Brasil. Considerando a atuação deste juiz militar, a pesquisa buscará investigar, de uma maneira geral, as relações entre militares e política e, especificamente, analisar quais as dimensões de incerteza que permearam o processo de liberalização ao buscar compreender os diferentes projetos dos militares no que se refere ao processo de abertura do regime, executados por meio de decisões judiciais, que visavam definir quais seriam os limites estabelecidos às atividades da oposição. O objetivo deste trabalho não é evidenciar tão somente os traços do regime ditatorial, é preciso ir além e perceber as suas contradições, ou seja, o que preservou de princípios liberais, fosse para manter a sua legitimidade perante a sociedade ou devido a indivíduos que não conseguiam abandonar estes princípios, especialmente durante a década de 1970, quando a luta por direitos comumente reconhecidos em um regime democrático intensificou-se.	pt_BR
