dc.description.abstracten	Since the conflicts that surrounded the independence of Brazil, the periodical press had been emerging in a political transformations' scene, becoming, therefore, one of the crucial elements for the understanding of the events of that time. Due to the country’s emancipation and the following granting of the constitution, the transformation of the existing institutions would be demanded in order to adjust this rising State to the primacy of the constitutionality and laws. As to the police, which was a representative of the political orientations of the modern age, a number of considerations related to their nature and actions would prove to be necessary. At that referred time, the debates exceeded the branches of power, in a strict sense and reached different sections of society being finally reported by the periodicals. Considering the existence of a close link between the changes in the police institution and the shaping of the Imperial State, this work intends to map out and analyse the position taken related to the development of the police apparatus which can be seen in some published newspapers in the city of Rio de Janeiro, between the 1820’s and 1840’s. The aim of this work is thus to identify the continuities, the disruptions, the mixes and the hybridizations observed in the speeches, also - in the limit and in the practices- between old and new political aspects about the police institutions in Brazil in the nineteenth century.	pt_BR

dc.description.abstractpt	Desde as contendas em torno da independência do Brasil, a imprensa periódica despontava no cenário das transformações políticas, constituindo-se em elemento fundamental para a compreensão dos acontecimentos. Com a emancipação do país e a posterior outorga da Constituição, a transformação das instituições existentes seria postulada a fim de adequar o nascente Estado ao primado da constitucionalidade e das leis. Em relação à polícia, signatária das orientações políticas da época moderna, inúmeras considerações, vinculadas a sua natureza e ações, se fariam presentes. Naquele período, as discussões ultrapassavam as esferas de poder em sentido estrito, perpassando diferentes segmentos da sociedade, e fazendo-se apreender pelas páginas dos periódicos. Considerando a existência de uma estreita relação entre a reformulação das instituições policiais e a formação do Estado imperial, nesta tese busca-se mapear e analisar os posicionamentos ligados à construção do aparato policial, entre as décadas de 1820 e 1840, presentes em alguns dos jornais publicados na cidade do Rio de Janeiro. Pretende-se, desse modo, identificar permanências, rupturas, mesclas e hibridizações presentes nos discursos – e, no limite, nas práticas – entre elementos políticos antigos e modernos acerca das instituições policiais no Brasil oitocentista.	pt_BR
