dc.description.abstracten The dissertation analyzes the voting behavior of federal deputies in the key decision-making episodes related to the Marco Temporal doctrine on Indigenous land rights in the Brazilian National Congress in 2023, with particular emphasis on the role of the Parliamentary Front for Agriculture (Frente Parlamentar da Agropecuária – FPA). The objective is to examine how institutional, structural, and discursive factors associated with the FPA shaped voting patterns on Bill No. 490/2007 and on the consideration of Presidential Veto No. 30/2023. The research adopts a mixed-methods, combining quantitative analysis of legislative behavior with qualitative analysis of parliamentary discourse. In the quantitative stage, roll-call voting data and logistic regression models are used to test the association between support for the Marco Temporal and institutional variables, such as membership in the FPA, as well as structural variables, including the economic weight of agribusiness and Indigenous mobilization in deputies’ home states. In the qualitative stage, plenary speeches delivered by deputies affiliated with the FPA are analyzed using analytical categories inspired by the Advocacy Coalition Framework (ACF), with the aim of identifying discursive framings, shared belief systems, and strategies for vote legitimation. Quantitative results indicate that institutional affiliation with the FPA constitutes the primary explanatory factor behind support for the Marco Temporal, outweighing territorial and demographic variables, whose influence proves limited or statistically fragile within the coalition. The qualitative analysis reveals a high degree of discursive coordination within the Parliamentary Front for Agriculture in debates over the Marco Temporal, expressed through the recurrent mobilization of legal, institutional, and moral arguments centered on the defense of legal certainty, property rights, and the primacy of the legislature in defining criteria for the demarcation of Indigenous lands. These discursive patterns indicate that the FPA operates as a highly institutionalized, crossparty advocacy coalition in the specific context of the passage of Bill No. 490/2007 and the consideration of the presidential veto, capable of producing convergence between legislative positions and discourse around the consolidation of the Marco Temporal as a normative solution to land-related conflicts. The study thus contributes to a deeper understanding of mechanisms of political coordination within the Brazilian legislature in high-salience disputes involving Indigenous territorial rights, as well as to broader debates on the limits of political pluralism in contexts marked by pronounced asymmetries of economic and institutional power. pt_BR
