dc.description.abstracten The present study seeks to focus on the contours of the distribution of resources, the form of collection and distribution, as well as any measures adopted that may influence its results. The 1988 Constitution defined in its Title VI the regulation of Taxation and Budget. Given the symbiotic relationship between the two systems, it remains essential to understand that the federative model of cooperation, especially in its fiscal bias, has its financing as a product of state fiscal participation in private economic success. As an instrument that guarantees the stability of state actions, the budget is the institute that materializes the fundamental duty to pay taxes, given the premise that every realization of rights by the State has a cost. Considering that the elaboration of the budget must respect the dynamics of Fiscal Federalism, it is possible to affirm that any measures adopted with an extrafiscal objective, either by the Legislative Power or by the Executive Power, can generate profound consequences in the financial balance between the federative entities, mainly in the scope of the intergovernmental transfers. In view of the practical consequences of the legislative provisions, the pronouncement of the Supreme Court is essential for the protection of the constitutional precepts and objectives, affirmed by the Citizen Constitution. Finally, the position of the Federal Supreme Court regarding the understanding of revenue sharing within the context of federal cooperation is analyzed. pt_BR
